An online organization offering free merchandise, FreeCycle.org, is allowing people holding unused $40 digital television converter box coupons to use its website to give theirs away.

The site (www.freecycle.org) could be the only option for consumers at present who want a subsidized converter box, since the Federal Communications Commission has run out of free coupons. There is a waiting list of two million consumers hoping that Congress will authorize more money for the program - which cuts the cost of the box in half.
